Description

The London Borough of Tower Hamlets (LBTH) is seeking the submission of tenders from suitably qualified providers to develop a carefully prescribed design standard to ensure all new roof extensions are well designed and historically appropriate. As such, the London Borough of Tower Hamlets (LBTH) Place Shaping team is preparing two items of work following recent public consultation which considered draft guidance for roof extensions in two of the Borough?s conservation areas: Driffield Road and Medway conservation areas.

The background to the work is to understand and recognise the pressures faced by households in terms of changing composition and spatial/ functional requirements; maintaining an appropriate balance between conserving heritage and allowing communities to grow and families to respond to personal needs set against the background of local and national policies and best practice which apply to the management of the historic environment. This is the basis of a more permissive approach to roof extensions. As a result, it is necessary to develop a carefully prescribed design standard to ensure all new roof extensions are well designed and historically appropriate.

The council has considered all of the comments received in relation to this consultation and is now commissioning two different items of work to be completed by the same consultant team:
Item 1 To revise the Character Appraisals for the two conservation areas to reflect a more permissive approach to roof extensions.
Item 2 To prepare detailed architectural design guidance for roof extensions in two conservation areas.
The objective of the first task is to review existing London Borough of Tower Hamlets guidance and amend the text to reflect a more permissive approach.

The objective of the second task is to research, develop and design a number of options for roof extensions in Driffield Road and Medway conservation areas. This will include a period of public consultation which the consultant team will be expected to lead and manage.

There are four main elements to the project:

Investigation & commissioning
Development of options - technical work and appraisal revision
Public consultation
Cabinet adoption
