Description

Birmingham City Council (BCC) requires a supplier for the provision of Green Book compliant Full Business Cases for funding toward the Commonwealth Games 2022.

The requirements of the contract for the delivery of the commission are in five distinct elements and programme review meetings accordingly:

• Strategic Case - demonstrates the project provides a strategic fit with national, regional and local policies that is predicated on robust evidence of positive economic output to be delivered. The case for change must be based on rigorous assessment of the issues associated with the status quo, and the potential scope of the proposals in relation to anticipated benefits and potential risks
• Economic Case - subjects the shortlisted options (do nothing, do minimum, preferred) to cost benefit analysis. Preferred option is subjected to sensitivity analysis. Demonstrates the preferred option provides optimum value for money. Includes cost of scheme monitoring during implementation and post-implementation evaluation.
• Commercial Case - demonstrates preferred option will result in viable investment, setting out clear strategy for outputs to be realised as a result.
• Financial Case - demonstrates the preferred option is viable, setting out capital and revenue requirements over the projects' lifetime. Must include supporting evidence from other funders and identify any gaps.
• Management Case - demonstrates preferred option is deliverable in accordance with best practise, including robust change management and contract management arrangements, delivery of benefits and risk mitigation. Must also include monitoring arrangements during and post-implementation and contingency plans.

The purpose of each FBC required is to:

• Identify the associated schemes for the Commonwealth Games which offer optimum economic legacy to the West Midlands region and for which funding is being sought;
• Provide assurance to BCC and the funding organisation that the project(s) identified represent optimum value for money and will deliver regeneration and economic growth;
• Secure the desired funding to deliver the project(s);
• Secure BCC Cabinet approval;
• Put in place the detailed management arrangements for the successful delivery of the scheme.
