Thetford Town Council (TTC) is a Town Council on the edge of Norfolk with ambitious plans to utilise and improve its heritage within Thetford.
In November 2022 TTC received funding from the National Lottery Heritage Fund (NLHF) to undertake a study of possible heritage projects in Thetford. This piece of work was completed in Feb 24 and identified possible projects for inclusion in a formal bid for funding from NLHF. Copies of this document can be requested from the contact set out below. Following on from this work, the Council has decided to focus the next stage of its development of a Heritage Masterpan on St Peters Church, Kings House (owned by the G.W. Staniforth Charity. TTC is the sole Trustee.), Charles Burrell Museum and the Ancient Museum (the latter two organisations are separate entities to TTC).
We are looking for a consultant with significant demonstrable experience in securing NLHF delivery funding and match funding for major projects. You will have a sound understanding of the NLHF investment principles and application process for projects over £1m, experience of working with a wide range of partners and funders and have the capacity and flexibility to commence the assignment in January 2025.
This is an exciting opportunity to develop an NLHF bid for an innovative heritage project to engage local, regional, and national audiences with a Heritage Masterplan for Thetford. The plan focuses on several important heritage sites including TTC which is looking to award a contract for an appropriately experienced Bid Writer for its NLHF grant application. This grant is for a significant Heritage project linked to properties owned by TTC as well as those owned by third parties, together with match funding applications as required for the project's delivery costs.

Tenders should take the form of a short written proposal (max 10 sides of A4) setting out:
• Your interest in undertaking this assignment.
• Relevant skills, knowledge and experience.
• A list of recent relevant projects quoting client, service provided and approximate contract value.
• How you would add value to the project.
• Your thoughts on the key risks and challenges for the project.
• Your proposed methodology and lump sum fee to undertake the work including all expenses and VAT if applicable. Please identify fees, travel, and other expenses separately and specify your day and hourly rate and how many days you have included for within your fee bid proposal.
• Details of two referees for whom you have conducted similar services over the past five years.
• A statement to indicate how you will ensure the contract is completed in the event of unforeseen problems such as health issues or competing contracts.
