Description

The West Midlands Combined Authority (WMCA) is looking to appoint a supplier to provide a solution for legally capturing electronic signatures on its contracts, letters and for other requirements.

Bidders are asked to complete a pricing form based on providing costs for 0-10, 11-20, 21-30, 31-40, 41-50 and 50+ licences per annum for completion of different types of documents. It is envisaged that 38 licences will be required initially across the WMCA teams listed below but final numbers will be dependent on costs and availability of budget:

The WMCA requires an initial contract period of 12 months with an option to extend for an additional 1 + 1 years. Initial User training will be required and a maximum 24hr response time for queries.

The WMCA is a Public Authority so any bidder will have to be able to demonstrate significant relevant data protection / cyber-security credentials such as ISO/IEC 27701:2013 accreditation. Bidders will need to hold appropriate levels of cyber security insurance cover to indemnify the WMCA should we be subjected to proceedings from the Information Commissioner's Office or a claim for damages resulting from a supplier breach. The internal governance is in place to sign electronically and contracts can be signed by one authorised signatory by manuscript or electronic methods. For documents that are required to be executed as a Deed, there is a requirement for either a manuscript seal and an authorised signatory or for two authorised signatories by electronic means.

This Request for Quotation is being evaluated on the basis of 60/40 price/quality and the closing date for submissions is 1200 on Friday 25th March 2022. If you have any clarification questions the deadline for submitting them is 1200 on Monday 21st March 2022.
