Description

The Office for National Statistics (the Contracting Authority) requires an independent assessment of the CFFPSP procurement documentation to provide confidence that the requirements have been articulated in a clear and consistent way and are sufficiently detailed for the market to be able to respond.

Scope of Work
In support in achieving the objective above Ernst & Young will:
1. Conduct an independent assessment of the current CFFPSP Procurement Pack (Specification Document and supporting Appendices) and provide a report including:
a. An assessment of the completeness of the requirements
b. An assessment of the appropriateness of the requirements e.g.
i. are the requirements specific, measurable, achievable, relevant and time-bound (SMART)?
ii. could bidders reasonably respond to the requirements?
iii. are there any notable gaps?
iv. are the requirements to a level of specificity that would allow the market to reasonably cost a solution?
c. An assessment of the requirements in relation to the two main CFFPSP interfaces (Logistics and Support Services)
d. High level remediation suggestions

The following are out of scope
• An assessment of procurement strategy and approach
• A review of the wider Programme requirements
• Detailed remediation actions plans, costings etc
• A legal review of the Procurement Pack
