Description
This contract has been awarded - Arun District Council wishes to invite suitably experienced and qualified consultants to undertake three assessments, either separately or combined, to support their Gypsy and Traveller Development Plan Document covering the period 2011-2031, hereafter simply referred to as the DPD. This will form an integral part of the evidence base to underpin and support the soundness of the DPD, to ensure the effects on the environment and on people's health are fully considered throughout the document's preparation and that the resultant document does not disadvantage any particular sector of the community.
This project brief outlines what the Council expects during this commission/work. The main 3 strands the work is expected to cover are:
o Sustainability Appraisal (SA) - the production of report(s), which are compliant with the requirements of the Environmental Plans and Programmes Regulations transposing the needs of the SEA Directive 2001/42/EC into national legislation. This/these should be suitable at the end for submission alongside the final DPD to the Planning Inspectorate;
o Equalities Impact Assessment (EqIA) - either integration into a wider document or production of separate report(s), complying with the requirements of the Equalities Act 2010 and any other EU and UK legislation and guidance that may emerge through the DPDs production; and
o Health Impact Assessment (HIA) - either integration into a wider document or a separate set of reports produced for each stage of the DPD's production, covering the health impacts including suggesting appropriate mitigation and monitoring, where necessary.
