Description

Background:

Odours from the Walley's Quarry landfill site have been affecting people and businesses across Newcastle-under-Lyme and Stoke-on-Trent for several years. Partners across Staffordshire, including the County Council, Environment Agency, Newcastle-under-Lyme Borough Council and The UK Health Security Agency, are working together to mitigate the impacts and find a long-term solution to the issue.

Community Impact Study:

With this mind, Staffordshire County Council (SCC), on behalf of the Strategic Coordinating Group (SCG), is looking to commission the independent production of a Community Impact Study. Its primary aim is to help partners to understand the health, social and economic impacts of the air pollution and associated disruption, which has resulted from the operation of the Walleys Quarry landfill operation during the period since January 2021.

This shared evidence-base will be used by partners across Staffordshire to inform future action and ongoing management of the landfill site, support engagement with central government on the issue of Walley's Quarry, as well as drawing lessons learned to inform the management of future incidents. The Impact Assessment will not only provide an assessment of those key impacts on the community at a point in time, but also consider the future for the local community.

The project has several key components:
• Desktop exercise to collate, analyse and report on existing evidence, including a range of quantitative and qualitative datasets.
• Facilitate community representation throughout the development of the Community Impact Study to help build consensus and trust
• Work with the Steering Group to design and deliver primary research activities with key stakeholders and the local community to capture current feelings and future concerns
• Produce a comprehensive, statistically valid, Community Impact Study which draws all the strands of analysis into a single written report.
• Present the findings of the Impact Study to the Strategic Coordinating Group (SCG)

The indicative budget for this work is in the region of £50k-£60k.
