Description

OPPORTUNITY NOTICE

This a call for competition and its purpose is to make the market aware of the CCGs' commissioning intentions and give providers an opportunity to register their interest.

Leicestershire and Leicester City Clinical Commissioning Groups (CCG's - the Commissioners) are re-opening their existing 'Local Framework of Discharge to Assess Pathway 2' to further entrants to increase capacity and geographical coverage.

A local framework was set up for the provision of 20 beds across Leicester and Leicestershire & Rutland to support assessment and reablement/rehabilitation for people who have ongoing assessment needs (Discharge to Assess).

To gain access to the framework, Midlands and Lancashire CSU (MLCSU) are carrying out new a procurement exercise through a 'pseudo-open' Tender process on behalf of the Commissioners.

The key objective of this procurement process is to ensure that the successful service provider can meet the service specification and is able to facilitate the transfer of patients from an acute or community in-patient setting to enable assessment and reablement/rehabilitation to be completed in a more appropriate environment.

THE SERVICE

This service is to provide assessment and reablement/rehabilitation services. Reablement, in line with national directives, plays a significant role in the planning programmes for the 3 Local Authorities (Leicester City, Leicestershire County and Rutland County councils) and the 3 Leicestershire CCGs (East Leicestershire and Rutland CCG, West Leicestershire CCG and Leicester City CCG).

Initially, the intention was to provide 20 reablement and discharge to assess beds for provision of a nursing level care home environment that is suitable for older people (who may have mild to severe cognitive issues in either Leicester City or Leicestershire County and that would accept referrals for people who are medically optimised but are not yet able to return straight home following their hospital in-patient stay. People who can return home with support directly after the hospital stay will follow Pathway 0 and 1).

Providers are to work with the person, family, therapists and health & social care case managers to agree an assessment and discharge plan and become part of the MDT so there is a requirement for providers to supply an office environment for therapy and case managers to work from daily alongside the care staff.

The care home facility should offer available capacity to the hospital teams as it arises in a timely manner to support flow of patients. The Commissioners chose to call upon a framework i.e., each successful framework contracted provider, however, providers are not asked to reserve the beds for this service, this is a non-contracted, activity-based contract, dependent on the bed availability at the time of the referral.

THE PROCUREMENT

The lead Commissioning Organisation for this procurement is LLR CCG's (NHS West Leicestershire Clinical Commissioning (CCG) Leicester City CCG and East Leicestershire & Rutland CCG)

The contract shall be until 30th June 2023. The contract start date is 1st of March 2022.

The contract for this service will be awarded on an activity basis, this is not a block contract. The contract value will be £862.50 per bed occupied per week.

The service will be commissioned via an open procurement process advertised to all providers and which are proportionate to the value and complexity of the service and contract.

The invitation to tender (ITT) will be available from 22nd December 2021 on the ML CSU Bravo portal (see below) and it will have a deadline for submissions of 12:00 midday Thursday 13th January 2022.

Bidder clarifications may be submitted to the Commissioner (via the ML CSU Bravo portal only) during the procurement process up to Monday 10th January 2022.

We recommend current providers of similar services, providers who may be interested in providing this service, or other stakeholders who may have an interest in providing this to register on the MLCSU eProcurement portal Bravo (Jaggaer) to register their interest and get access to the ITT and all the documentation.
