Description

In response to the government initiative requiring school upgrade work to be condition-based, NPS London Ltd. have been appointed to assess the condition, prioritise, design and deliver upgrades to the schools estate. The MTC shall also be available for similar upgrade works on the Council's Corporate Estate. The previous M&E MTC has successfully delivered the £4m budget in the first 2 years hence the need for an early re-tender. For information, the previous MTC comprised approximately 100 call-off orders, average value £40k each, with a range of £5k to 360k per order although this cannot be guaranteed in the future.
Condition surveys are on-going in parallel with this tender process so to enable the procurement to proceed prior to full design requirements being established, it is planned to tender a 2-year (with 2x1 year extension options) measured term contract based on a quantified schedules of rates with nominal quantities, whilst the full scope is still undetermined, initial indications are that at least 20 schools will require upgrades varying site by site from new boiler plant, radiators, radiator valves and pipework and controls to suit, to electrical remedial works, lighting, fire alarm and emergency lighting upgrades. There will also be Fire Risk remedial works involving works to fire doors, escape signage, fire-stopping etc. All of this is intended to be procured via this measured term contract commencing in January 2020 with an estimated value of £4.1m over 4 years including the options to extend at the Client's discretion.
The tenderer will be required to take the Client Brief for each school, develop a detailed, site-measured space-planned design, produce a quantified schedule of required works and price it in accordance with the tendered schedule of rates, once approved to proceed, procure the necessary equipment and materials, plan and install the works in conjunction with the premises managers requirements, test, commission and hand-over the systems. The tenderer would also provide the option for on-going maintenance and provide emergency call-out facilities.
The Term Contract shall include all builders work and M&E services as a complete package. Asbestos surveys and removals works will be carried out by our Asbestos Management Team outside of this MTC but there will need to be some coordination.
Tenderers shall be required as part of the tendering process to provide 5 method statements demonstrate competence and experience of working on multiple projects within school and civic environments - the tenderers shall be scored on the quality of these competencies as part of the tender quality assessment process. The tenderer shall also have to demonstrate having capacity to take on an apprentice on the Contract, produce CAD working drawings from our Outline Designs and price the works in accordance with the Schedu
