Description

Recent government policy has seen funding programmes devolved to local areas, with funds allocated at district level, via competitive national bidding. Examples including the Future High Street, Towns, Community Renewal and Levelling Up Funds.
The main replacement for EU funding - from which the county of Norfolk has benefitted significantly over the years - is the UK Shared Prosperity Fund, which comes operation in 2022.
It is expected that this Fund will be allocated on a similar, targeted geographic basis, at district level. The 'long-term allocation profile' (Community Renewal Fund Prospectus, 3 March 2021) for the Shared Prosperity Fund will be published later this year.
Norfolk County Council and its partners are therefore seeking to procure a three-year Norfolk Investment Framework that outlines:
o Key challenges and opportunities for the county, with robust evidence to support them - at district level, wherever possible
o Priorities for investment, against which a Norfolk Investment Framework Programme Board can invite bids, or commission projects and programmes to deliver priority outcomes
o Key outputs and measures of success

Norfolk County Council wish to award a contract to a consultancy service to develop the Norfolk Investment Framework. Applications from both organisations and freelancers with a successful track record and experience in this area are welcomed.
