Description
The successful supplier will be required to provide cleaning services for Weydon Multi Academy Trust (WMAT).
WMAT is a group of schools based in the Farnham/Haslemere area of Surrey comprising 3 secondary schools and 2 special needs schools:
This tender is seeking to appoint a supplier whose initiative and innovation will be welcomed for the provision of providing cleaning services within the 3 secondary schools - Weydon School, Farnham Heath End School and Woolmer Hill School in the first instance. As the 2 special needs schools cleaning contracts come to renewal points, those schools may also be added to the MAT cleaning contract, as may any other schools which join the MAT during the period of this contract.
WMAT has put significant investment into creating and maintaining world class facilities within our schools. Weydon has benefited from extensive refurbishment and enjoys an array of excellent learning environments, classrooms and facilities. More recently, Farnham Heath End School has opened a brand new 8 classroom facility with a large library and sports hall. A significant part of the existing estate at Farnham Heath End School was also refurbished to create excellent learning facilities.
As a Trust, we now wish to develop a group-wide approach to our procurement to harness the benefits of being a locally based group of schools. We are looking to appoint a contractor who will help us to both maintain and improve on the cleaning across our secondary schools, working with us innovatively to harness the benefits of regular and periodic cleaning to ensure excellence in our cleaning.
The contract being tendered is for 3 years in duration from April 2020 to April 2023 and will operate as a fixed price contract.
The academic year is based on a calendar of 195 days. Five days are to be used for staff professional development which means that School will be open to receive students for the legal minimum of 190 days.
The contract offered covers the scope for the provision of all cleaning services within the schools, which currently includes daily cleaning, periodic/holiday cleaning, internal and external window cleaning options.
Whilst the MAT prioritises value for money as a key objective of the competitive tender process, the governing body is not obliged to accept the lowest price.
The value of the current annual contract in 2018/19 was:
- Weydon School 145 095 GBP,
- Woolmer Hill School 64 347 GBP,
- Farnham Heath End School 86 683 GBP.
WMAT expects the successful supplier to enable the continued development of cleaning services. The MAT expects the successful supplier to evidence, through their bid, how they shall support and complement its values and support the principles of the MAT in ensuring world class learning facilities.

The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
