Description

Bristol, North Somerset & South Gloucestershire CCG (the CCG), on behalf of the Healthier Together partners, is seeking expressions of interest from organisations to provide an End of Life Shared Care Plan solution across Bristol, North Somerset & South Gloucestershire (BNSSG).

Work completed for the first Bristol North Somerset South Gloucestershire (BNSSG) Electronic Palliative Care Co-ordination System (EPaCCs) provided the opportunity for many clinicians to view a patient's end of life requirements on a shared care plan. However, with limited access, numerous data fields to complete and sub-optimal updating processes, an improved solution has been prioritised within Healthier Together's LTP and is now funded as a priority.

The requirement for a more user-friendly shared care plan has been exacerbated by Covid-19, where the limitation of the current solution has led to many not having their end of life wishes met.

Furthermore, with BNSSG Community Provider, Sirona care & health, and St Peters Hospice now sharing responsibility for the final months of a patient's care within BNSSG (from April 2021), there is the need to share and update a number of patients' care plans across organisations and over a wide geographic area.

BNSSG are now looking to procure a supplier that can help us to:
• Build on the work completed through EPaCCs (and the ReSPECT form) by meeting the system-wide must-have requirements in the specification.
• Represent an incremental improvement in shared care planning to mitigates immediate issues, exacerbated by Covid.
• Demonstrate the potential to expand shared care plans across a range of services.
• Enable expansion through the ability to add additional shared care plans to the solution following the End of Life plan.
• Publish the End of Life plan using the BNSSG Connecting Care shared record. This is available over N3/HSCN and displays NHS data from a number of BNSSG providers. (https://www.connectingcarebnssg.co.uk/what-is-connecting-care/how-does-it-work/)

The contract will be let for an initial period of 1 year, with extension options of up to a further 2 years, to a maximum total length of 3 years. The value for the initial 1 year term is £110,000, and the maximum whole life (3 year) value will be £270,000.

Expressions of interest must be received via the In-Tend e-procurement system by no later than midday on 26 April 2021.

This procurement is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioner.

The contracting authority intends to observe the provisions and 10 day standstill period described in the Public Contracts Regulations 2015. Unsuccessful Bidders and applicants will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/applicant was unsuccessful. Deadlines for lodging appeals should be in accordance with the Regulations.
