Description

The contracting authority is considering setting up a series of frameworks for construction and facilities management equipment and materials. Requirements will include boilers, led lighting, windows and doors, temporary class rooms, external furniture, plasterboard and tarmac. The successful suppliers will work with schools, free schools and academies to manage catalogues and process orders.

The Department for Education (DfE) Direct Sourcing project aims to deliver capital expenditure savings for Priority School Building Programme (PSBP) and Free Schools Capital. However, in addition it will also deliver savings for all schools who will also be able to access the frameworks.

Our commercial vision is to "drive reductions in capital expenditure by leveraging bulk buying gains, establishing long term mutually beneficial relationships and a greater visibility of true cost."

The two key commercial principles driving our approach are:

1. STANDARDISATION - We will optimise the number of component parts whilst increasing quality and VFM - focussing on whole life-cycle costs.
2. DIRECT SOURCING - we will create frameworks available to our contractors and responsible bodies.

Within the wider construction and facilities management materials and equipment sector the Department of Education does not hold national procurement frameworks, for schools, and, education facilities to access.

The department's intention is to tender into a series of frameworks in four tranches between 2019 and 2022.

The core aims of these proposed frameworks will be best value and awareness of procurement routes for schools.

Furthermore, the frameworks are being established to benefit service users and stakeholders. The suppliers on the framework will be uniquely positioned to work with schools, free schools, academies and colleges.

The above is neither an exhaustive nor final requirement. It is subject to development prior to any potential contract notices. The contracting authority will be arranging a series of market engagement events. The purpose of the market engaging events being to:

- Share the contracting authority's early thinking around the potential requirement.
- Seek views from potential providers on the potential requirements.
- Give an overview and seek views on the intended procurement process.
- Details of the market engagement events to be published at a later date.
