Description

Worcestershire County Council (WCC) currently provides Residential Replacement (Respite) Care to older people via a block of nine beds (some of which are allocated for people with Dementia) and through 'spot' purchasing from the market as and when a need for care is identified.

Starting during the financial year 2023/24, WCC is proposing to change these arrangements so that all placements are purchased via a Dynamic Purchasing System (DPS). A DPS is a procedure available for contracts for works, services and goods commonly available from the market. As a procurement tool, it is similar to a framework agreement. Unlike a framework agreement, new suppliers can join at any time. A DPS has a two-stage process. First, in the initial setup stage, all suppliers who meet the selection criteria are admitted to the DPS. Actual placements for Residential Replacement (Respite) Care are awarded during the second stage. During this stage, the authority invites all suppliers on the DPS to 'bid' to provide the placement.

To apply to join the DPS providers will need to register with WCC's procurement system In-Tend. Information and support will be providing to enable organisations to do this.

WCC is interested in care home providers thoughts on the move to a DPS. It is interested in hearing from current providers of Residential Replacement (Respite) Care as well as care homes which currently do not provide this service to WCC.
