Description
Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to University of East Anglia.
University of East Anglia has been identified as having developed an Advanced Practice, mental Health offer that was aligned to the Multi-Professional Approved/Responsible Clinician, Mental Health Curriculum and framework. This specialist P Cert level course combines both academic and practical clinical experience.
The supplier has demonstrated their ability to develop and deliver a regionally based, high impact training programme for trainees.
Owing to the complex nature of the programme, seamless continuity is essential. If the existing supplier to Health Education England is unable to continue providing the service and lead on rolling out the course across the regions then it will be detrimental for the following reasons:
• To become an Approved Clinician, there is a statutory requirement to produce a portfolio demonstrating competence and attendance at a two-day induction. In addition, further learning in Mental Health Law Practice is also recommended by the Psychological Professions Network, which is currently only being offered at University of East Anglia via a PG Cert.
• If the University of East Anglia is unable to offer the programme there will not be enough provision to deliver in-year which will impact on the supply of specialist training, development of the workforce and delaying the fulfilment of the LTP ambitions, which will ultimately impact on patient care.
• New suppliers will be unable to provide the same level of continuity of service without significant additional resource, and time from HEE which will be required in order to get them up and running, but this will not be possible within year 2021-22.
• As this is such a bespoke training programme designed by experts with years of experience, this would lead to multiple procurement exercises which would inevitably lead to an increase in cost and time.
• With the course being unique and already established, it is unlikely any other supplier will be able to develop a programme of this nature and scale in a short space of time and to deliver and manage it to the standard provided by the current supplier.
The financial envelope for this PIN is £97,500.
