Description
The Authority (\"the Client\") is seeking to meet their respective obligations through the establishment of a Contract for the Supply of Colleague Flexible Benefits (including brokerage services) & Associated Service Software Platform
Overview
The Supplier will be a leading provider of corporate employee benefits solutions and related services including a web enabled hosted colleague benefits enrolment tool (a Service Software Platform) which supports administrative application and annually communicates the Client's benefits programme to its colleagues, in addition to facilitating selection of benefits by colleagues.
The Supplier will provide the following Services:-
• A colleague Benefits Marketplace, with connected brokerage Services related to the supply of such. The Service shall be provided using a generic approach of standardised systems, processes, templates and methods, accepting that customisation and implementation of such is required with the Clients own branding and utilisation of the terminology \"colleague\" and not \"employee; and
• A bespoke, specifically configured, Client branded area of a Service Software Platform application, permitting access by the Client and its colleagues as part of the provision of the Services (subject to compliance with the \"Acceptable Usage Policy\"), with the Client's nominated users having administrator rights to make changes to the Client area on the platform; and
• Employee engagement and communications Services; and
• Benefits management Services.
Exclusions
The Supplier will not provide:-
Full outsourced benefit administration; the Client will undertake all payroll processing of benefits selections advised by the Supplier in respect of any payroll deductions to be actioned, be responsible for the uploading / providing accurate data in respect of eligible colleagues, advise the Supplier of leavers so benefits cancellations can be actioned by the Supplier. In addition, whilst the Supplier will provide management information to the Client in respect of benefits uptake for P11D purposes the Client will be responsible for the submission of P11D benefits returns to HMRC.

Any advice or opinion that the Supplier provides in delivering the Services is not intended to be and is not legal or tax advice and will not be construed as such by the Client or its Permitted Users. The Client shall remain fully responsible for its compliance with all laws and regulations as required and any use it makes of the Services provided by the Supplier in order to comply with such laws or regulations will remain the Client's obligation.
