Description

The Environment Agency (EA) is seeking to appoint a preferred supplier of landscape works for the Midlands; comprising implementation, establishment and aftercare works. Potential Suppliers specialising in traditional landscape works; wetland creation, establishment aftercare works and general landscaping are invited to express an interest in this opportunity. The proposed contract will cover tasks as outlined in the expression of interest document which is available via Bravo.

The proposed contract:
- Will be governed by the terms and conditions of the Joint Committee for Landscape Industries Landscape Works Contract (JCLI LWC 2017) and Landscape Maintenance Works Contract (JCLI LMWC 2017).
- Is anticipated to be in the region of £3m - all Potential Suppliers are asked to note the EA offers no guarantee of any work with regard to the proposed contract.
- Is for a duration of eighteen (18) months, with no options to extend but it is anticipated that call-off for establishment aftercare works will extend beyond contract expiry.
- Will be a fixed price contract for eighteen (18) months - any price increases associated with establishment aftercare works will be reviewed annually and capped to a maximum of the inflation rate at the time of the price review, and must be agreed in writing with the Agency before any works commence and invoices are submitted or paid.

Current landscape works for EA schemes in the Midlands include, Perry Barr and Witton - Forge Mill, Selly Park North, Selly Park South and Kelverley Grove. The Perry Barr and Witton Phase 2 Forge Mill is the reference scheme for the purpose of the tender and is referenced within the tender documents, which are available upon request.

Potential Suppliers should note when responding to this notice that EA cannot solely accept an Arboricultural Association approved contractor accreditation in lieu of the British Association of Landscape Industries (BALI); due to the specific requirements and type or works to be undertaken under the proposed contract.

The tender will be undertaken as an open (non OJEU) competitive procedure for which the evaluation will be 60% Price and 40% Quality with all evaluation criteria stated in the tender documents. All Potential Suppliers are advised that variant bids will NOT be accepted.

The EA may require interviews/face to face meetings by shortlisting the three (3) highest scoring Potential Suppliers as part of the evaluation process. The EA reserves the right at its' sole discretion to invite more or fewer Potential Suppliers to the interview stage subject to market participation. Such a requirement shall imply no obligation on the part of the EA and the Potential Supplier shall be responsible for any of its own expenses incurred.

Potential Suppliers are encouraged to express an interest in this opportunity via Bravo e-sourcing by no later than 16:00 hours on 28 June 2018.

The invitation to tender is scheduled to be published on 29 June 2018.
