Description
Note: this is a pre-procurement market engagement and not a call for competition.
Delivering retrofit at scale across commercial premises of regional SMEs is identified as a critical step forward to abate regional carbon emissions. Retrofit at scale will also offer additional benefits of reducing operational expenditure on energy and helping regional supply chains strengthen.
As part of the fulfillment of its 2021/22 Strategic objectives on helping the region deliver on its Net Zero objectives, the GBSLEP is developing a pilot Clean Growth Programme with the objective of supporting regional SMEs with decarbonisation plans for their operational energy consumption. It is anticipated that the pilot programme will deliver decarbonisation plans to 50 SMEs.
To produce the decarbonisation plans suppliers should perform audits on building(s) and review business' energy and building performance. Plans should include assumed costs to install retrofit measures, modelled energy and carbon savings that the retrofit intervention can deliver, and define the expected payback time of interventions.
The GBSLEP is issuing this Prior Information Notice to better understand the shape of the market and innovative delivery in the space.
Suppliers who have the capability to support the objectives of this work are invited to share their capabilities and examples of previous work by contacting Alex Taylor at alexander.taylor@gbslep.co.uk.
Interested suppliers should include:
• Details of costs of the work per building based on type and size. Costs should include onsite visits, energy modelling and analysis and recommendation reports.
• Indication of how energy performance and building performance would be benchmarked (including calculation methodology, e.g. SBEM, etc.)
• Examples of prior work, ideally demonstrating how key recommendations such as electrification of heat, improved building efficiency, microgeneration options are recommended by the works.
Key information
GBSLEP is the policy lead for the Low Carbon Sector on behalf of the wider West Midlands three LEP partnership including Coventry & Warwickshire LEP and Black Country LEP. Supporting the regional objectives to achieve Net Zero carbon emissions is a key strand of the GBSLEP's strategic objectives in its 2021/22 Delivery Plan.
For the avoidance of doubt, this engagement is for the purpose of conducting a Soft Market Testing and will not formally begin the procurement or constitute any commitment by the GBSLEP to undertake any procurement exercise.
