Description
NOTE: THIS OPPORTUNITY IS RE-OPENING BECAUSE SOME OF THE MINIMUM SCORES REQUIRED FOR THE QUALITATIVE QUESTIONS IN PART 5 OF THE SUBMISSION HAVE BEEN REDUCED
B&NES Council are looking to identify a partner (or more than one partner) to work with us
(and each other) to develop a whole system approach to the commissioning of the services
in scope.
This will be a phased approach, with phase 1 identifying providers who wish to take part in the
system design work. Providers will later be given the opportunity to make collaborative
arrangements and put forward proposals for the whole system, which will operate in phase 2.
Contract Start and End Dates provided are indicative. Please see Invitation to Participate for
detail around anticipated timescales. During phase 1 the Council will continue to spot
purchase placements and packages. At the commencement of phase 2 a contract will be
entered into between the Council and the successful whole system partner(s). This contract
will be for a period of 7 years, with potential to extend for up to a further 3 years. The
indicative contract period includes phase 1, during which services will be spot purchased.
The system will deliver care and support for people aged 18-64, with mental ill health,
including specialist residential care, specialist independence at home and supported living
services.
This procurement process is being undertaken under the Light Touch Regime and therefore
applies the flexibilities afforded under regulation 76 of the Public Contracts Regulations
2015.
