Description

The Department for Education (DfE) is looking to procure a Contractor to deliver a single national (England) contract for the provision of the High Potential Initial Teacher Training and Leadership Development (HPITT) programme for cohorts starting in September 2022 and September 2023.

DfE is planning to launch a procurement in June 2020, that will be conducted in accordance with the Light Touch Regime, using a Competitive Procedure with Negotiation

DfE would like to invite interested parties to participate in pre-market engagement activity ahead of the launch to present and discuss the proposed requirement and competitive process. A pre-market engagement event is being held on 3 April 2020 in Sheffield.

You can express your interest for attending the event by completing the relevant form listed under HPITT 2022 in the Opportunities area. HPITT is intended to attract high quality graduates and career changers who might not otherwise have considered teaching or working in disadvantaged schools into teaching and place them in schools serving low income communities with high numbers of disadvantaged and low attaining pupils. Participants will be employed to fill vacancies, undertake employment-based initial teacher training (ITT) and contribute to the schools overall improvement.

HPITT should also prepare, support and inspire participants to consider the range of career progression pathways in education and promote the longer-term benefits of teaching.

DfE is looking for a Contractor that optimises SME participation and will bring innovation and creativity to the delivery of HPITT and ultimately deliver high quality teachers and emerging leaders who can make a positive impact on the educational outcomes of disadvantaged pupils.

HPITT includes but is not limited to the following main elements:
- Attraction of candidates
- Candidate recruitment and selection
- Initial Teacher Training
- Leadership Development
- Participant retention and support
- School recruitment and placements

The estimated value of the Initial term and any potential extensions is anticipated to be one hundred and forty million pounds (£140,000,000) (excluding VAT)

DfE would also like to facilitate networking between organisations who may be interested in the delivery of a future programme. If you would like to be involved in any networking activity and have your details shared with other interested organisations, please send details of your organisation name, a contact name, contact details and the capacity in which you would like to be involved e.g. main contractor, subcontractor, partner or consortium member to highpotential.ITT@education.gov.uk with HPITT Networking 2022 as the subject of your email.

Any future competition will be run using the DfE e-procurement portal Jaggaer. We therefore also recommend that any organisations who may have an interest in participating in any future procurement activity register on Jaggaer.

Please note that this is not a call to competition and the DfE is not bound to enter into any procurement activity or award any contract because of it. The DfE is not committing to undertake any formal commissioning activity resulting from this notice.

This pre-market engagement activity is intended as an awareness, communication and information-gathering exercise offering an opportunity for potential suppliers to understand potential commissioning intentions.

Responses and information received as part of any pre-market engagement activity may be used to shape the DfE's specification of requirements and scope any resulting procurement process.

The DfE will not be liable for any tender cost, expenditure, work or effort incurred by an organisation in acting on the basis of this Early Engagement Notice
