Description

The requirement is to carry out on site Portable Appliance Testing (PAT) of all portable, movable, IT, Static or Handheld plug-in electrical equipment (approx. 64,000 items)
The contract Excludes Electronic Medical Equipment which is managed via a separate contract and Extra Low Voltage equipment except for any mains voltage parts (e.g., Transformers, PSU's).
Testing to include visual inspection of each item, full PA Testing using a calibrated approved tester in accordance with current guidance. In addition, the contract shall include microwave leakage tests.
The contractor shall fix to each item tested a current test label (except for residential staff's own equipment) showing the month and year of the next recommended test and a unique ID number. Existing ID numbers can be re-used or replaced at each test.
New items to be added for testing and labelling at each monthly visit as found or as instructed by Estates.
Tests to be undertaken in the first 2 months at the beginning of the calendar year
Locations to be tested in a similar order each year to maintain continuity of test dates. A list of dates is to be provided to Estates at the start of the contract.
Each December visit (this shall be near the beginning of the month) the contractor shall take a walk round all main wards and departments to check for untested festive lights and test/label accordingly.
Minor repairs (e.g., plug replacement) shall be included in the contract at no additional cost
Replacement plug tops and fuses shall be included as within the contract price
Failed items shall be labelled accordingly and the area manager (or similar) informed. If the item is deemed beyond reasonable repair or a danger to life, then the plug shall be cut off also.
At the end of the visit an electronic record of the tests carried out is to be provided to the Estates Officer managing the contract to include a location list or marked drawing of the buildings tested. All items shall show the room number where located, the item ID number, Pass or Fail, date tested, test frequency and any comments.

This will be 3 years from award with an option to extend the contract for a further 12 months on an annual basis pending performance.
