Description

Existing contracts that are in place for the provision of an IAPT (Improving Access to Psychological Therapies) service for adults and a practitioner service which supports people with mental health problems in primary care settings, are due to expire on 31 March 2017. Brighton and Hove CCG is seeking to re-commission these services and put in place new contracts and services that will be operational from 1st April 2017.

The service currently known as the practitioner service will be renamed the Community Wellbeing Service.

CCGs are required to have IAPT services in place for adults and there are associated national requirements, targets and rigorous national reporting arrangements. The service requirements are tightly defined.

In addition to the IAPT service which we expect to be aligned with the nationally mandated model, we will commission a broader Community Wellbeing Service which will retain the strengths of the 'practitioner' model, but will be all ages and include additional features such as work and learning support and an advice service. It will support people who neither meet the criteria for Adult IAPT services or local secondary mental health services. Currently the service supports adults only. Through this re-commission we will be extending the scope of this service to support children and young people.

The key objectives of the Procurement are:
• to put in place 2 services: one for the adult IAPT service and one for an all age community wellbeing service, that will both be able to deliver services from 1 April 2017.It will be important for the providers of each service to work collaboratively
•to avoid disruption for people who need to access services
•to secure high quality and safe services that best meet the needs of the local population
•are able to meet the requirements that are described in the service specification
•that are able to meet national targets where they exist

The Commissioning CCG for this procurement is NHS Brighton and Hove CCG.
This procurement is divided into 2 lots
• Lot 1 Adult IAPT
• Lot 2 All-age Community Wellbeing Service

National Tariff prices do not apply to the services in this procurement. At ITT Bidders must therefore be prepared to demonstrate openly the basis of the contract price they propose.
The maximum annual value of the contracts is expected to be as follows
Lot 1 Adult IAPT £2.7m (for 18% coverage)
Lot 2 Community Wellbeing Service £1.6m
Contract Term of 3 Years plus option to extend by up to a further 24 months
