Description
The Homes and Communities Agency (HCA) is the single, national housing and regeneration delivery agency for England. In the achievement of this vision, the HCA 'holds' large expanses of land and built estate. Whilst these sites help facilitate the delivery of the vision for the organisation, they also bring duties of care, health and safety, trespass and other liabilities and responsibilities. As part of the solution to manage such liabilities the HCA procure Services to undertake routine and emergency activities on its estate. The HCA's procurement is led by its duty of care in relation to health & safety and building conservation as well as their responsibilities surrounding the economy, environment and society.
The HCA is seeking to appoint a competent Supplier on a fixed price basis for removal of existing white line marking; reinstatement of new white & yellow line marking across the site; directional signage installation and bollard installation. Works are to North Road, Renaissance Way & South Road, private highways within Boulevard Industry Park, Speke, Liverpool, L24 9PL.
Works are required to address traffic management issues associated with overnighting delivery vehicles and overflow staff parking along the highway associated with industrial/manufacturing properties located on the Industry Park.
The works will require working in the carriageway. The roads affected by the works are heavily trafficked by vehicles including a significant number of HGV's. The site has speed limit of 20mph however speeds on site are noted to be significantly higher. There is reduced visibility on site due to HGV Trailers, HGV's and Cars parking on the highway. Deliveries are received to the various industrial units 24 hours a day. Critical to the successful delivery of the project will be the Traffic Management implemented by the Contractor the road cannot be closed for the delivery of the works.
The minimum level of Public & Employers Liability insurance cover needed for this Contract is £10 million and £10 million respectively.
Services are expected to be have commenced on site by 06th June 2016, subject to approval of Tenants. All Suppliers must be confident that they have the capacity to start the Contract within the required timescale. The Boulevard Industry Park site will be available for viewing during this Tender. Suppliers will be required to visit the site prior to Pricing and will be required to confirm this within the Tender return.
