Description
Lincolnshire County Council is looking for expressions of interest from suppliers who are able to provide theCollection and Treatment of Street Cleanings Residues (Street Sweepings and Gully Emptying's) for theLincolnshire area.
Street sweeping and Gully emptying material has the European Waste Catalogue (EWC) classification of 20-03-03 "Street Cleaning residue".
Street Sweepings may include but are not limited to silt, grit, sand, water, broken glass, litter, leaves and othervegetation. It is also likely to contain a range of contaminants such as oil, diesel, small dead animals and salt. They may also include heavy metals, other contaminants and have high leachable organic content.
The Gully Emptying's may require dewatering by the Supplier at the Supplier's Treatment Site under Consentto discharge to sewer. The remaining solid residues have relatively high water content and may contain heavymetals, other physical contaminants and high leachable organic content.
The Supplier will be required to collect Waste (Street Sweepings) from Collection Points around the Lincolnshirearea (Grantham, Sleaford, Boston, Louth and Gainsborough) and transport the Waste to the Supplier'sTreatment Site. The Supplier may also be required to accept direct deliveries to the Supplier Treatment site.
It is Lincolnshire County Councils intention that the Supplier will be required to collect and Treat Gully Emptying's from just the one site within Lincolnshire (Sleaford) in addition to the Street Sweepings from this site. However Suppliers are advised that this is still in the planning stage and the commencement date for collection and treatment of Gully Emptying's may change or the requirement may not be needed.
The Supplier will then subject the Street Sweeping and the Gully Emptying material to a mechanical and/orbiological process that changes its characteristics such that the resulting products and residues of the process can be reclassified to Chapter 19 waste codes (List of Wastes Regulations 2005).
Expressions of interest shall be submitted via the Pro-contract Due-North portal no later than 05/08/2019 at12:00 noon. https://procontract.due-north.com
