Description

The Council is conducting market engagement to help inform its route to market and further shape its requirements for an EPC (Engineering Procurement and Construction) Contractor for its planned solar farm at Wrigley Head, Failsworth, on the site of a former industrial landfill alongside the Metrolink tram line. The Council has developed an outline design for a 891kW ground-mounted solar PV array at the site which has secured Planning Permission. However, this design is now a number of years old and can likely be improved for a better performing installation. The Council will therefore require a contractor who can review the current design, improve upon it taking into account developments in new technology and other factors, agree the new design with the Council, Planning Authority and other key stakeholders such as Transport for Greater Manchester, and then construct, operate and maintain the installation. The anticipated net budget for the EPC contract (excluding O&M) is circa £1m. The market engagement pack contains a significant amount of project detail including technical study, economics review, planning permission, flooding and ground investigations reports. Interested parties are asked to consider and respond to a number of questions in the pack by the deadline.
All communication (queries or clarifications) including your response is to go through the Council's e-tendering portal www.the-chest.org.uk and not addressed directly to individual Oldham Council employees or any Council agent by email or otherwise.

The project reference is DN701652.
The deadline for responses to the market engagement questions is 12.00 noon Friday 15th December 2023.
