Description

This project has the following objectives (split into two work packages):
To develop a standardised agreed methodology and set of metrics to apply across the whole rail industry to measure, manage and report emissions on a system-wide basis.
To define a system boundary for the rail industry for emissions which reflects what the industry is able to control directly. This will include an assessment of where the 'guiding hand' lies within the organisations within the system boundary that is best placed to take on lead responsibility for managing specified emissions sources. It is possible, such as with operators and OEMs, that there may be more than one guiding hand for a specific emission. This system boundary must be agreed with the Department for Transport (DfT) to ensure that it fits within wider government and national contexts
To identify dataset(s) and specify reporting metrics that allow effective interim and long-term carbon targets to be set, implemented and monitored. Reporting metrics must be sufficiently granular and of a nature that allows guiding hands to understand them and to act on them. There will be a need to consult with DfT and the Office of Rail and Road (ORR) and the Department of Business, Energy and Industrial Strategy (BEIS) on existing metrics to ensure that these are appropriate, actionable and consistent with wider national emissions reporting obligations
To consider what tools available today and anticipated in the future, rail specific and otherwise, such as the rail carbon management tool and PAS 2080, may be able to meet some or all of the requirements identified for metrics specification, data collection, collation, analysis, reporting and management.
