Description
Central London Clinical Commissioning Group (CLCCG) commissions healthcare services for the City of Westminster, with the exception of Queen's Park and Paddington.
CLCCG has already signalled its intention to commission a Multispecialty Community Provider (MCP) for a broad scope of out-of-hospital healthcare services, including mental health.
The contract for the Central London MCP is expected to run from 2020 for up to 10 years.
The rationale for an MCP is CLCCG's desire to support care providers to deliver better integrated care in the community and, in turn, to enable local people to achieve better health and wellbeing outcomes. The focus is on care delivered in the community because this is where:
- care is most fragmented and the benefits of integration for local people are greatest;
- many types of care can be wrapped around primary care and tailored to each community's specific needs;
- holistic care can focus on the long-term support of people in their own surroundings; and.
- care services can best promote prevention, self-care, and the wider wellbeing agenda.
Commissioning an MCP reflects the principles of the local approach to transforming care, which has focused on the development of primary care and the integration of out-of-hospital services. An MCP built around GPs' registered lists will reflect the role of primary care as an integrator of the wide range of services that local people need. Once commissioned, the MCP will be responsible for the coordination and delivery of all services within the scope of the contract, removing the constraints of multiple contracts and providing a unique opportunity to deliver care that is better coordinated and integrated.
CLCCG's integrated care commissioning plan, which has been approved by its governing body and endorsed by the Westminster Health and Wellbeing Board, can be found here: www.centrallondonccg.nhs.uk/media/70223/90-accountable-care-2017-2020.pdf
This is in line with CLCCG's support for the more integrated care that underpins North West London's Sustainability and Transformation Plan.

The CCG wishes to invite potentially interested MCP providers to help test the model and the associated potential commercial options.
CLCCG is holding a Market Engagement Event:
CLCCG is now commencing market engagement and will hold an initial event on 26.6.2018, between 15:00 and 17:00. The event will be held at a Central London venue near CLCCG's offices in Marylebone.
Please note all participants must register for the event. If you wish to participate, please contact Ekkehard Kugler via e-mail (ekkehard_kugler@nhs.net) by 17:00 on 22.6.2018.
Space may be limited and we therefore request that not more than 2 participants per organisation are registered to attend.
The purpose of the event will be:
(a) To test CLCCG's current thinking on the model of care and scope and scale of services;
(b) To determine whether the model and the integration aims are operationally feasible;
(c) To discuss the potential commercial approach.
Please note:
This notice does not represent an invitation to tender. Nor is it a request for formal expressions of interest. The market engagement event does not form any part of an invitation to tender.
All documents and procurement timescales made available by the commissioners are indicative and subject to change or confirmation. Until CLCCG has made the formal decision to proceed to commissioning a MCP, it reserves the right to alter or withdraw its current intentions. CLCCG recognises that potential bidders may start to consider how to respond to CLCCG's intentions as currently expressed, however, CLCCG accepts no liability for costs associated with this.
Any organisation or individual attending the market engagement event is doing so to support market research only and to help make any potential commissioning process more focused and efficient. No supplier selection or supplier preference is implied.
Potential responders will not be prejudiced in any future procurement processes by either responding or not responding to this market engagement exercise.
