Description
The contract will represent ALL services for people with drug/alcohol problems commissioned by Staffordshire County Council, including:
- Young People early intervention and treatment
- Adult community treatment
- Adult residential treatment (detoxification and rehabilitation)
- Specialist criminal justice services
- Specialist child safeguarding services
- Specialist alcohol-related health services (North Staffordshire only)
It is anticipated that there will be 2 funding partners to this agreement; North Staffordshire Clinical Commissioning Group for the Specialist alcohol-related health services and the Staffordshire Commissioner's Office for the specialist criminal justice services.
The Intensive Family Support Service (IFSS) will be financed using a Social Impact Bond. SIBs can operate in a range of ways, although all involve an amount of finance being provided to the Supplier by a Social Investor and also payments being made to the Supplier by a commissioner (in this case the County Council) in return for specified outcomes being achieved. The finance provided by the Social Investor is used to cover operational costs in the period before income from the outcome payments is achieved.
The SIB for the IFSS has been made possible by the County Council successfully applying to the Department of Culture Media and Sport (DCMS) to be part of the Life Chances Fund(LCF). A non-negotiable condition of the LCF is that finance must be provided by a Social Investor. The Supplier will need to enter into a financing arrangement with a Social Investor to finance the SIB.
This Procurement is NOT split into lots. However, there will be 2 sets of service agreements that will apply which will need to be signed by the supplier due to funding stipulations for the IFSS element.
The agreement is to run from 1st April 2020 - 31st March 2024 with the option to extend by 3 x 12 months from1st April 2024 - 31st March 2025, 1st April 2025 - 31st March 2026 and 1st April 2026 - 31st March 2027.
