This requirement is for the procurement of an additional quantity of 10 Key storage Units to augment the original purchase when the Wildcat Helicopter first came in to service. These are integral elements to the VIASAT (Eclypt*600 Encrypted Drive) Secure Data Recorder for use on the Wildcat Helicopter. As the procurement of these items is considered additional deliveries by the original supplier and are intended as an extension of existing supplies it is considered that the contract can be placed using the negotiated procedure without prior publication in pursuant to Regulation 32 (5)(b) of Public Contracts Regulation 2015 where any change to the supplier would oblige the contracting authority to acquire supplies having different technical characteristics resulting in incompatibility or disproportionate technical difficulties in operation and maintenance
