Description
The National Physical Laboratory [NPL] requirement is for Learning Management System [LMS].
The purpose is to move away from the current decentralised (four separate systems for HR, IT, H&S and L&D Training) and fragmented LMS and to replace all existing systems for all the functions/departments with a new centralised cloud-based Learning Management System.
Goals:
- Platform to allow a more comprehensive and improved training to meet the training needs of the organisation.
- Fulfil compliance obligations - Provide a capability to track and report training status. Manage data and information as a secure, valued and trusted asset.
- Create a modern digital learning environment - Aligning with Digital and IT strategy, simplifying data and information sharing.
- Transition training from existing platforms to the new platform where appropriate.
- Manage and improve quality of training - ability to provide professional training quickly, tools to enable staff to build training.
NPL is seeking to appoint an agency for a 3 year period, with the option for NPL to extend the contract for up to two years, to be exercised as one year periods and confirmed in the last month of the third and fourth years as applicable. NPL shall be entitled to terminate the contract after 11 months on giving 30 calendar day's written notice to the agency if, in NPL's sole opinion, the agency has not performed to a satisfactory standard.
This is a 2-stage awarding procedure. 80% score is available in stage 1 when responding to the tender (criteria in section 5 of this document) on the bravo e-tendering portal. A further 20% is available in stage 2, in which the top three scoring bids from stage 1 will be invited to complete a demo task. The scores from stage 1 and 2 will then be summed to produce a final awarding decision.
