Description

Historic England (HE) is looking to appoint an experienced evaluation consultant(s) to carry out an evaluation of the restoration, regeneration and operation of Shrewsbury Flaxmill Maltings. The primary objective of this work is to deliver a report that will inform the project delivery and meet National Lottery Heritage Fund evaluation requirements and demonstrate the outcomes achieved, lessons learned and future recommendations.
The overarching aim of this commission is to deliver an evaluation of the Shrewsbury Flaxmill Maltings project that will meet National Lottery Heritage Fund requirements. It is expected that the evaluation will draw on existing data and evidence provided by Historic England's Socio-Economic Analysis and Evaluation team and operational data provided by the Shrewsbury Flaxmill Maltings Ltd, with additional qualitative primary research to provide a balanced, objective mixed methods evaluation. This includes understanding the role of the Friends of the Flaxmill Maltings, including the factors that contributed to their disbandment and what can be learned. The evaluation will explore dynamics between national heritage funding bodies and local partners, and to provide evidence that will be used to enhance future working partnerships between these distinct groups.
