Due to the nature of our delivery, we are seeking Intervention Partners to meet the high demand for information, advice and guidance services to support Participants with a range of barriers.
Seetec require a provider who can deliver face-to-face services one afternoon per week in our Plymouth Seetec office (PL4 0AJ) on a group and individual basis. The service would involve the Intervention Partner providing group information sessions followed by a drop-in session for individuals to ask specific questions about their circumstances. The majority of participants will be unemployed and in receipt of benefits. Seetec staff would be responsible for referring Participants to the provision once a need had been identified.
The successful provider will be included onto our database of Intervention Partners delivering bespoke training and support to participants.
The group information sessions required include, but are not limited to information relating to:
- managing debt
- benefits
- budgeting and personal finances
- energy efficiency
Payment Mechanism:
Payment via a Service Fee (to be negotiated). This will be an initial 6-month contract with an option to extend. For clarity, this contract will follow our standard T&Cs and includes monthly invoicing upon delivery of the service and payment on 30-day terms.
Seetec reserves the right to add additional locations if the need arises, this will be conducted through discussions with the provider, following a contract variation process.

Specific Requirements and capabilities:
- Supplier must be able to deliver the information sessions and drop-in Q&A sessions face-to-face in the Plymouth Seetec office one afternoon per week as detailed above.
- Supplier must pass the Seetec due diligence process once notified of intent to award (template attached for your information).
- Supplier should have experience working with similar cohort of participants (unemployed, economically inactive, ex-offenders, SEND).
-Supplier must submit the rate card template provided which should include the full list of services they are able to provide.
- Any bids that do not answer all questions or requirements will be immediately discounted, and the supplier will not be notified.
Standard T&Cs attached for information in addition to these there will be KPIs and SLAs to include:
- Bi-monthly MI reporting
- Bi-monthly case study
- Participant feedback survey
This procurement is to deliver services in Plymouth, predominantly to support participants on the Restart Scheme and Work and Health Programme.
However, referrals may come from the Employability, Business & Training or Communities & Education business units, which trade under the following names:

This procurement is for a specific need. However, Seetec will be launching a framework for Intervention Partners who can deliver support services and training to our participants in 2025. The successful supplier in this bid will automatically be included in Seetec's 2025 framework and we do not envisage you needing to reapply for this. Once on the framework, Seetec reserves the right to direct award future contracts to these Suppliers.
