Description
Westminster City Council invites tenders to submit quotations for the review and implementation of improvements to our Infrastructure Planning and Delivery Service.
Westminster City Council are seeking an experienced consultant with specific expertise in infrastructure development and planning to support, guide and driver forward service improvements within the Council's Infrastructure Planning and Delivery Service.
The Council's Infrastructure Planning and Delivery Service is made up of eight staff including a team leader. This team is responsible for all Community Infrastructure Levy and Section 106 fee collection, investment, and monitoring.
An initial scoping and assessment of the service is currently being undertaken and the report is due to be published shortly. The quotation for this tender will be for the implementation of the recommendations from that report which will present the key issues and next steps for resolution. The service improvements are intended to relate to team structure, team planning, staff development, improved systems, governance approaches, financial management of income and expenditure and future proofing.
An effective governance model allows for successful delivery. Early accountability across this governance structure is imperative, to ensure delivery later down the road. This is why, it has been shown, that buy-in from senior managers, politicians, delivery partners, communities and the development industry is essential.
The approach taken by the bidder will be key to developing a proposed engagement structure that involves key personnel, teams and stakeholders at various, and differing intervals in the process. The governance model currently in place is owned and managed by the existing team. An agreed Terms of Reference will be required to establish roles and responsibilities within this review and to ensure buy-in, accountability and clarity on roles and functions.
Supporting the existing team and enhancing the team-dynamic is central to this work and will sit at the core of the improvements that we seek. We want a more positive, engaged service that delivers in an efficient and customer orientated way.
