Description

Cornwall Council has a statutory duty under section 149 of the Environmental Protection Act 1990 to seize and detain stray dogs in its area. This duty means that the Council have to provide sufficient facilities to house stray dogs that are collected by its officers and by its contractors before they can be reunited with their owners or re-homed. The current stray dog framework agreement is due to expire on 31st July 2019. Therefore it is essential that new contracts are in place before the 1st August 2019. The Council's Dog Welfare and Enforcement team have worked proactively with charities such as Dogs Trust and volunteer groups such as Dogs Lost Cornwall, to ensure that dogs are micro chipped and to also ensure that owners have the greatest opportunity to be re-united with their dogs. This work has helped ensure that Cornwall has the highest dog return rate in the South West. The work carried out by the service has also reduced the stray dog numbers from 1500 reported cases in 2011/12 to 750 cases in 2017/18. It is intended that the qualifying criteria will remain the same, with the requirement to be licensed being the key pass criteria for the kennels to obtain. In addition to this, in order to be admitted to the Framework Agreement consideration will be given to the quality of Health and Safety provision, as well as consideration given to the Environmental and inherent Dog Welfare provision quality of the Kenneling business. As well as at least adequately meeting the aforementioned Quality based criteria, Kennelling Providers will also be required to accept and adhere to the Authority's standard cross -county services pricing structure to ensure a consistent charging mechanism is in place County wide. The new Framework Agreement is intended to run for a period of up to 2 years from 01/08/19 to 31/07/21 inclusive.
