Description

The Smart Motorways Programme (SMP) Alliance: The smart motorway programme seeks to further increase the safety performance of National Highways' strategic road network and mitigate capacity constraints to enhance our customer experience. National Highways have brought together six partners to act with them in an alliance across three functions to deliver the 10yr programme:
Production Hub: Fluor Ltd
• Digitally Enabled Design Partners: Jacobs UK Ltd and WSP UK Ltd
• On-Site Assembly Partners (OSAPs): bmJV (a joint venture between BAM Nuttall Ltd and Morgan Sindall Construction & Infrastructure Ltd), Balfour Beatty Civil Engineering Ltd and Costain Ltd

Scope

On behalf of the SMP Alliance Partners (The Contracting Authority) noted above, we are now inviting expressions of interest for the provision of provision of all necessary people, equipment, plant and materials to undertake environmental and ecology surveys to support our programme of works, including our Places of Relative Safety (PRS) national programme. Scope of services are to include (but not limited to): -
• Undertaking an assessment of Biodiversity, No Net Loss / Net Gain in line with up-to-date guidance
• Establish and map the presence, or likely presence, of invasive non-native species, protected species in line with up- to-date guidance; and
• Prepare the ecological inputs to an Environmental Management Plan for the works and provide data to support subsequent detailed design
• Provision of Ecological Clerk of Works
• Arboriculture surveys in line with up-to-date guidance
• Noise surveys in line with latest guidance
• Landscape surveys in line with latest guidance
• Heritage surveys in line with latest guidance
• Archaeology surveys in line with latest guidance
• Groundwater surveys in line with latest guidance
• Air quality monitoring surveys in line with latest guidance
It should be noted that National Highways do not form part of Contracting Authority and will be the Client under this agreement.

This notice will remain live for two weeks, however SMPA reserves the right to extend or re-open this notice thereafter, or to otherwise provide future opportunity for further registration with regards this scope of works.

SMPA will not be bound to issue any invitation to tender to any party at any time and reserves the right to seek quotations from all / some / none of the prequalified suppliers at its sole discretion.

Your submission will be assessed by SMPA for compliance with our expectations and only if deemed satisfactory will your prequalification be successful. Shortlisted parties will subsequently be invited to tender if and when the requirement arises.

Minimum Requirements
• Confirmation of particular survey areas of interest and whether such will be directly delivered or sub-subcontracted
• Current proof of adherence to the Common Assessment Standard, either through Construction Line, Achilles or Builders Profile
• Confirmation that you will be willing to achieve Construction Line Platinum status through the course of your works if not already held
• Financial records / turnover information for the last 3 years
• Safety statistics including AFR for the last 3 years

• Policies covering the following:
- Health and safety
- Employee wellbeing and mental health
- Drugs and alcohol
- Modern slavery
- Corporate social responsibility / social value
- Equality, diversity and inclusion
- Data protection

• A table listing similar works you have undertaken in a high-speed motorways environment (or equivalent), complete with name and current contact details for referees for those schemes. Please include a brief description of the works undertaken, start- and end-dates, and the value.

• Confirmed acceptance of NEC4 terms and conditions

• Any geographical preferences and available resources

• A short statement (no longer than one A4 page) supporting your expression of interest, explaining why SMPA should select your company to tender these works. This statement will be used to help shortlist potential tenderers in the event that an unmanageable amount of responses are received.

• Competency pre-requisites: applicants must provide proof of relevant qualifications and experience for the respective surveys.

Note any applicants successful at moving through to award would form part of SMPA's overall supplier network, and would be expected to work together in an enterprise model both with other survey partners and the wider supplier network.
