Description

Malvern Hills District Council and Wychavon District Council are looking to jointly run a combined waste collection, recycling and street cleansing service with provision for growth in terms of number of households but also increasing business in terms of recycling, green waste, bulky waste and trade waste. The main service will be based across the 2 districts with depots at Malvern and Pershore.

Whilst principally for use by the Contracting authorities, the framework will be open for use by other authorities responsible for waste collection and street cleaning, as listed at http://www.idea.gov.uk/idk/org/la-data.do. The Contracting authorities wish to invite ideas on how the framework could grow allowing other authorities the option of buying the same services or any combination thereof from the framework as well as any spare capacity built in terms of any ancillary services which the Contracting authorities may choose to include within the scope of the final contract.

The Contracting Authorities are using the e-procurement portal known as the Due North Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise.

Tenderers should submit their completed PQQ document and accompanying documentation via the Pro-Contract on-line portal by 12:00 hours on 25/07/2016.

The Contracting Authorities are using the e-procurement portal known as the Due North Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise.

To gain access to the pre qualification questionnaire (PQQ) document, tenderers will need to register their company details at the above website. Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the tender documents. Tenderers will need to electronically submit an expression of interest and an electronic copy of the PQQ will be sent as an attachment.

Tenderers should submit their completed PQQ document and accompanying documentation via the Pro-Contract on-line portal by 12:00 hours on 25/07/2016.

Any supplier questions will also need to be submitted via the Pro-Contract portal website. Any clarifications and further tender documents will be issued via the Pro-Contract portal.
