Description

We require an update report and two webinars.

Update report

We require an update to the 2020 and 2021 reports on profit making and financial risk, in particular the following sections:

a)Income
b)Profitability
c)Sustainability and solvency risk indicators
d)Mergers and acquisitions

This is in relation to the twenty largest independent providers of fostering placement and children's homes. "Largest" here refers to the number of beds provided for children in England. This is expected to be the providers covered in the earlier reports, plus any additions to the top twenty.

The final report should include a clear description of the methodology used and the sources of data to ensure that the report can clearly demonstrate impartiality and accuracy. It must also be clearly comparable to the earlier reports so that stakeholders can track changes and trends where relevant.
Documents should be delivered in Word format and meet WCAG AA Level.

Webinars
We require one webinar (45-90 minutes) for each of the following audiences:

•Councillors and council officers with an interest in children's commissioning, including those with strategic responsibility for commissioning e.g. directors of children's services, heads of service, lead members for children's services, corporate parenting panel members.
•A high-level discussion about and engagement with the report contents.
•Outcomes: understanding of the report contents and how this might inform council policies on commissioning of children's services, including how the information can be used to influence the market

•Local authority commissioners of children's services and finance leads.
•A detailed consideration of the report contents and its implications.
•Outcomes: understanding of the report contents and how insights within the report can be used to inform commissioning strategies and decisions.

The provider may wish to consider how the report links to emerging findings from the Competition and Markets Authority and the Independent Review of Children's Social Care.

All content will be developed by the successful bidder and approved in advance of delivery by the Lead Officer. Webinars must include the opportunity for attendees to ask questions, and should include live transcripts or closed captioning.
