Soft Market Testing Exercise (SMTE) for Electron Beam Lithography Write Tool
1. Introduction:
This project is for the supply of an Electron Beam Lithography (EBL) system based within the Southampton Nanofabrication Centre for the Zepler Institute for Photonics and Nanoelectronics (ZIPN) of the University of Southampton. The instrument we seek will complement our existing lithography instrument capabilities. The requirements are for a new state of the art Electron beam lithography system that will provide reliable sub 5nm line width across large write fields and allow high throughput with minimum operator interference. Exposure techniques for such line width may be aided with an electron gun with acceleration voltage 100kV or higher. Further information is contained within the Soft Market Testing Questionnaire (SMTQ).
2. Soft Market Testing Exercise:
The University of Southampton is seeking interest from suppliers to engage in a Soft Market Testing Exercise. The purpose of this is intended to allow interested organisations with appropriate experience to outline their views and provide impartial information to the University with no commitment to themselves or the University. Please note that this is NOT a call for competition at this stage, but is an exercise to allow suppliers to engage with the University to help it understand the solutions available, and to help it develop the final specification, before conducting any future formal procurement exercise.
The following describes the steps/timescales of this SMTE:
a. Access and read the two documents available on the portal - Non-Disclosure Agreement (NDA), and the Soft Market Testing Questionnaire (SMTQ) - see document section
b. Complete, sign and return the Non-Disclosure Agreement (NDA) - As soon as possible
c. Once the signed NDA has been received, your organisation will be issued with Appendix A - Specification.
d. Receipt of Clarifications from suppliers regarding the SMTQ - by no later than 12 Noon on Monday 31st January 2022.
e. Complete and return the Soft Market Testing Questionnaire (SMTQ) - by no later than 12 Noon on Monday 21st February 2022.
f. Supplier site visits, completion of test samples, provision of results data, and a report to the University to support this - by Thursday 31st March.
g. The results from test samples (Appendix A) and the responses to the Soft Market Testing Questionnaire (SMTQ) will remain confidential between the supplier and the University.
3. Communication/Uploads
Please note that:
a. Any submissions after the deadline above will be rejected automatically by the In-Tend portal. It is strongly advised that you upload to the In-Tend portal 24 hours in advance of the deadline.
b. All communications/clarifications must be conducted via the In-Tend procurement portal.

The University is utilising an electronic tendering tool (In-Tend: https://in-tendhost.co.uk/universityofsouthampton) to manage this procurement and to communicate with participating organisations.
Both the Non Disclosure Agreement (NDA) and the Soft market Testing Questionnaire (SMTQ) can be downloaded from the In-Tend portal.
Appendix A - Specification, can only be issued once the NDA has been signed and returned by the participating organisation.
Participating organisations are advised that there will be no hard copy documents issued to organisations, and that all communications with the University including submissions of NDA, SMTQ, and Test Results/Report will be conducted via the In-Tend portal.
Regular monitoring of the portal is the responsibility of the participating organisation.
If you are not already registered as a supplier with In-Tend, then you will need to register in order to access the Soft Market Testing Exercise (SMTE).
Once you have logged in as a supplier, click on 'Tenders' to locate the relevant SMTE project, and then click 'View Details'. Once you are in the project screen you will be able to register your organisation against the project and access all documentation by clicking 'Express Interest'.
To submit your return, please follow the instructions below:
1. Log in
2. Click 'Tenders'
3. Locate the relevant project
4. View Details
5. Click on the tab relating to the relevant project stage (e.g. Soft Market Testing)
6. Click on 'Attach Documents' button and upload your return
7. Check ALL your response documents are uploaded and displayed in the 'My Tender Return' panel. The system will only permit your organisation to make one return
8. Click the red 'Submit Return' button
9. To preserve the integrity of the SMTE process, all communication must be made via the correspondence function within the In-Tend portal
