Description
The Council is responsible for carrying out the re-roofing of approximately 100 Council owned dwellings. These roofs have been deemed to have reached the end of their life expectancy and a full replacement programme is to be completed by the 31st March 2018.
Works will comprise of pre-start surveys with Harrogate Borough Council's Maintenance Surveyor and agreeing a schedule of work, with provisional quantities, based on the schedule of rates. A start date will be agreed with the tenant, and confirmed by the contractor at least a week before the work is due to start.
General Requirements: All roofing works shall comply with the Code of Practice B.S.5534 (2015): Slating and Tiling, subject to any qualifications given hereunder.
The contract will run from the date of appointment until 31st March 2018, subject to satisfactory performance and budget.
The pricing schedule uses brand names and specific manufacturers' model names, technical specification and component numbers to describe some of the elements required for incorporating into the works.
We have done this because our experience in this work has proved that the quality and characteristics of these products promote the appropriate level of quality and compliance in the finished works and proved most practical in use for the construction team, follow-on maintenance teams, and the end users.
The council will, however, consider alternative products suggested or brought forward by the contractor and will not refuse their use without reasonable grounds, subject to the following:
• The contractor is able to demonstrate to the council that an alternative product offered is capable of performing the same function and is of comparable quality (this would include provision of samples for inspection and discussion between the parties, prior to incorporation in the works);
• Once an alternative product has been approved for use, the contractor will always use either the same alternative product or the branded product listed in the 'Invitation to Tender Part 2 Response Document, The Schedule of Rates and/or the Re-Roofing Specification forming part of these contract documents, throughout the term of the contract. The contractor must also demonstrate that they have a secure supply of the item, and that supply is likely to be dependable throughout the term of the contract.
• The council will only approve one alternative product per specified item, in the interests of consistency and ease of future maintenance;
• The council reserves the right to require the contractor to remove from the works, whether installed or not, any unapproved alternative product and replace it with the item described in this Specification, at no cost to the council;
• The council and the contractor will sign a document drawn up by the council, recording the details of any alternative product approved for use in this contract.
