Following the failure of the Kent and Medway Towns Authority framework for the provision of workwear uniform (framework reference C16022 - lot 1), and subsequent attempts by the framework owner to vary the lot structure to allow for workwear uniform to be procured through lot 2 (ceremonial/undress uniform), Suffolk County Council were left with no reasonable alternative than to utilise regulation 32(2)(c) of the Public Contract Regulations 2015 to appoint Hunter Apparel Solutions Limited to provide a managed service for the provision of fire workwear uniform due to the urgency brought about by this unforeseeable event as the existing stock levels had been reaching very low-critical levels, and current lead times for products on the market not being able to meet the demand. Additionally, Suffolk Fire and Rescue Service has a large amount of existing stock previously purchased from Hunter Apparel Solutions that requires management that the service do not have capacity or resource to manage themselves.
