Description
This tender is for the provision of parking enforcement services.
The University of Northampton (UoN) is relocating to a new campus (Waterside) in the town centre with effect from August 2018. This will be the primary campus with a second smaller campus at Avenue, St George's Avenue, Racecourse, Northampton. The two campuses will cater for over 2,000 staff and 10,000 students. In addition, the University has two off-campus halls of residence and three other smaller sites which are primarily workplaces for our staff.
Enforcement is required at each site to ensure: vehicles are authorised, have made payment and are parked using the correct etiquette. In addition, University branded signage is required at all site, utilising existing poles or lighting columns, old signage will need to be removed and disposed of.
Across the sites the University has 2684 car parking spaces. Of these, over 900 are at our campuses, Waterside and Avenue which will be managed via an Automatic Number Plate Recognition system, through a combination of CitySync 50 ANPR cameras (car parks) and CitySync bollard type ANPR camera (bus gate along the central boulevard at the Waterside Campus) linked to access barriers. Where ANPR cameras are not present, a handheld device will be required to issue PCNs for unauthorised parking and parking without payment. In areas where staff and visitors are required to pay by phone/web/app the patrol officers must have an easy and convenient way to reconcile payments via the handheld device.
