Description

NHS Devon CCG, NHS Kernow CCG and Plymouth City Council (the Commissioners) are launching a formal process to commission an Integrated Care Partnership (ICP), for the adults and older people services for the Western Locality of Devon.

This procurement consists of two lots.
Lot 1 - Integrated Care Partnership
The ICP will bring together Community Health, Adult Social Care, Acute, Mental Health and Learning Disability Services to be delivered in line with the Devon STP Blueprint for the Integrated Care Model. This is commissioned by NHS Devon CCG, NHS Kernow CCG and Plymouth City Council.

Following extensive design and consultation work, NHS Devon CCG, NHS Kernow CCG and Plymouth City Council (the Commissioners) are now launching a formal process in order to source an Integrated Care Partnership (ICP), for the delivery of Community Health, Adult Social Care, Mental and Learning Disability Services for Adults and Older People in the Western Locality of Devon.

As a minimum, the Provider(s) will be commissioned to be responsible for the delivery of the following:
• Community Health
• Adult Social Care
• Community Mental Health Services
• Community Learning Disability Services

Any contract let as a result of this Notice will be for an initial period of 10 years, with options to extend the initial period by any period or periods up to a maximum of a further 5 years.

Lot 2 - Mayflower Medical Group
NHS Devon CCG (the Commissioner) under delegated commissioning also seeks to commission Alternative Provider Medical Services (APMS) primary care services in Plymouth.

NHS Devon Clinical Commissioning Group (the commissioner) with delegated authority to sign on behalf of NHS England under statutory delegation seeks to commission Alternative Provider Medical Services (APMS) primary care services in Plymouth. Mayflower Medical Group Procurement is an exciting opportunity to provide quality primary care services working at scale within the city of Plymouth and help shape primary care services for the future. This opportunity has arisen as a result of a number of primary care contract handbacks with three practices' contracts forming the Mayflower Medical Group Procurement.

The contract will be for a term of 7 years (the target commencement date is 1.4.2020). At the end of the 7 year term the commissioner will have one extension option for a further 3 year period.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.

Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.

The Contracting Authority intends to voluntarily observe the award decision notices provisions and 10 day standstill period described in Regulation 86 of the Regulations. Unsuccessful Bidders will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/application was unsuccessful. Deadline for lodging of appeals should be in accordance with Regulation 87 and Regulation 91 of the Regulations.
