Description
Hertfordshire County Council, hereafter referred to as the Council, recognises the need for additional local provision for Children and Young People (C&YP) with autism, learning difficulties and / or challenging behaviour in Hertfordshire so that they can continue to live and receive their education near to their families and the local community. Wynchlands Crescent will enable C&YP with autism to continue access local special school placements and this will be an alternative to residential out of county placements.
Wynchlands Crescent is an existing Hertfordshire County Council property that was developed as a specialist resource for children with complex needs and offers spacious, modern and highly specialist accommodation. The property has fully on-suite accommodation for all C&YP as well as additional kitchens, communal spaces, offices and staff facilities. In addition the property has been refurbished and upgraded to provide the service. The property has previously been registered and inspected as a children's home by Ofsted and therefore Ofsted compliant.

The core Contract period will be for a period of five years, with the option to extend for a further period of up to two years at 12 month intervals.
The procurement will follow Light Touch regime principles in accordance with Public Contracts Regulations 2015.
Tenderers should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed. Tenderers should seek independent legal advice on the implications of this prior to submitting their Tender, where appropriate.
TUPE will apply at the end of the Contract.
