Description

East Sussex County Council requires a single care provider to provide care and support for adults with learning disabilities, at five residential care settings in the Hastings and Rother area. All five residential care settings require a 24-hour Care and Support. Many of the Clients living within the Hastings and Rother residential properties were supported to move into these services in 1997, following the closure of long stay hospitals for people with a learning disability, in line with national policy.
The overall purpose of the specified services is to

Provide person centred and flexible personal care and support, to enable the Clients receiving support to develop and maintain their independence within these community settings
Provide a support environment that minimises unnecessary restrictions on freedom of movement and choice in peoples' lives
Develop an understanding of the frequency, patterns and reasons for an individuals' challenging behaviour
Develop support plans that deliver effective support to reduce frequency and severity of incidents of challenging behaviour
Promote social inclusion and social capital
Promote health, wellbeing and personal safety
Support access to the community and community activities, using appropriate modes of transport in line with individual support plans and available resources
To work with ESCC to agree the most appropriate service(s) that could be deregistered and reconfigured into a supported living model over the life of the contract
To, in principle, provide some fixed-term placements for adults with a learning disability. This would be with the acknowledgement that the service provider would need to have agreement from the CQC, and this provision is reflected in their statement of purpose. It would be essential to ensure Client compatibility and that Clients and their representatives are consulted on any plans for short term placements within the respective home.
