Description

North East London Commissioning Support Unit (NEL CSU) on behalf of NHS England (Midlands & East (East)) are inviting suitably qualified and experienced providers to bid for the provision of caretaking primary medical services at for Dickens Place Surgery, Chelmsford, Essex, CM1 4UU . The contract term is for 12 months from 1st September 2017 under an APMS Contract, with a possible 12 month extension. The short term nature of the contract is to enable NHS England (Midlands and East (East)) to confirm the longer term provision for patients of this service.
In order to ensure continuity of services for patients As this tender is for existing services, the services must be fully operational by the service commencement date of 1st September 2017 in order to ensure continuity of care for patients.

The current patient list size for these services is 5,879 as at 1st April 2017. These services must be provided by GPs, nurses and other suitably qualified clinicians, the successful Provider will be expected to:

• Provide primary medical services which will be accessible, convenient and responsive;
• Ensure a GP is available throughout core hours to provide all contracted services from the specified practice premises. It is recognised that a GP may leave the practice premise to undertake a home visit however they should be readily available at all times to return to the practice throughout the core hours period.
• Design services around the needs of patients and carers, ensuring they are offered choice and a say in their treatment;
• Have processes in place to evaluate and continually improve on patient care and satisfaction;
• Have processes in place to engage effectively with the local communities;
• Participate in the Quality and Outcomes Framework (QOF);
• Be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner;
• Promotion of healthy living with the aim of tackling the underlying causes of ill health;
• Become an active member of Mid Essex Clinical Commissioning Group (CCG) and proactively work within their agreed care pathways and referral process.

This Procurement is for clinical services and falls under the 'Light Touch Regime' (Schedule 3 to the Public Contracts Regulations 2015 (SI 2015/102)). The Contracting Authority is only bound by those parts of the Regulations referred to therein and, to the extent that it follows any other part of the Regulations, it does so entirely voluntarily. The contracting authority reserves the right to discontinue the procurement process at any time which shall include the right not to award the contract and does not bind itself to accept any tender received, and reserves the right to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate.
