Description

It is the intention of the Ministry of Justice (MoJ) as the Contracting Authority to put in place a second generation contract for the provision of language services. The services required will include but may not be limited to the provision of:

- Face to face interpretation
- Telephone interpretation
- Written translation
- Translation for the deaf, blind and deaf/blind

Due to its diversity and range of stakeholders the MoJ currently has a range of language service requirements delivered across multiple locations within the UK. The MoJ would like to explore potential contracting options further with market providers and key stakeholders within the industry.

The MoJ anticipates that its spend under any resulting contract is likely to be £80m - £160m, however these figures will vary depending on the number of contracting authorities who may be purchasing and the contract term.

The purpose of this Notice is to:
(i) Inform the market of a prospective contract opportunity in connection with the procurement for the supply of language services to the criminal justice system; and
(ii) request information that may be relevant to the procurement strategy that may be adopted by the MoJ.

The next stage of the process is to seek further input from potential providers through a 'language services supplier day' to be held on the 1st May 2015.

In the first instance suppliers should respond to this notice to register their interest in attending the supplier day.

The form of response should be limited to the provision of a single point of contact (company name, contact, name, job title, e-mail address and telephone number).

Once the MoJ have gauged market interest, we will issue an invite to all interested parties, confirming the date, timings and location of the event.
In order to express your interest in attending the supplier event, please address an e-mail to the language services re-tender team at priority_programme@justice.gsi.gov.uk. The subject of your e-mail should be:- Language services EOI & supplier day.

** Potential providers should be aware that a number of services required will involve dealing with highly sensitive information. Security vetting and provison of information assurance will be of paramount importance in any resulting contracts awarded.

Potential providers should also be aware that some of the services required will need to be available 365 days a year, 24 hours a day.

The scope and structure of this procurement will be further developed following market and stakeholder engagement and may change as a result of this ongoing activity. The MoJ will host a supplier/industry day in
order to encourage supplier awareness, engagement and opinion on the proposed procedure. It is intended that this will be held on 1st May 2015.

As set out above, this notice is intended only to inform the market of a prospective contract opportunity and to request information which may be relevant to the development of any eventual procurement strategy/tender. Potential providers will not be prejudiced by any response to this notice, or failure to respond. All information made
available to those attending this event will be made available to bidders who express an interest in any resulting procurement. This notice does not formally signify the beginning of a procurement and does not constitute a commitment by the MoJ to undertake any procurement exercise. In the event that the MoJ decide to formally commence the procurement for the supply of language services a separate contract notice will be issued in the OJEU.

In the event that the MoJ decide to formally commence the procurement it is anticipated that a contract notice would be submitted via the OJEU in Summer 2015.
