Description
Coypool Park, acquired at the end of March 2018, comprises 30ha of land used until 2008 by Imerys for the drying and storage of china clay. The site is a major development site in the south west within Homes England's Accelerated Construction Programme and a key strategic site for housing in the Plymouth and South West Devon Joint Local Plan for up to 600 homes.
Tenders are being sought from Specialist Demolition Suppliers to undertake the following works on the former Imerys China Clay Dryer Works (see TibbaldsCampbellReithJV Demolition Specification for full Scope of Works on ProContract):
- Accord with Pre-Commencement Planning Conditions.
- Submit an Application for the transfer of the extant Environmental Permit for the site to the Contractor (if required) and obtain Environment Agency approvals to carry out the works.
- Undertake radiation surveys of the site for Naturally Occurring Radioactive Material (NORM) and complete necessary risk assessments to inform the remediation approach to be agreed by the EA.
- Strict compliance with agreed ecological mitigation measures along with noise/vibration/dust/asbestos fibre monitoring as set out in the Outline Demolition Environmental Management Plan (DEMP).
- Site clearance works.
- Soft strip and removal of all asbestos from buildings and appropriate disposal to offsite facility.
- Removal of (NORM) including limited below ground removal and discharge successful surrender of the Environmental Permit to the Regulator and leave the site suitable for residential use under EPA1990 and NPPF.
- Demolition of existing above ground structures down to ground slab.
- Crushing/testing/certification of suitable site-won material where generated by the works and demolition of above ground structures.
- Leave site safe with appropriate reprofiling in areas of excavation where necessary.

The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.
Contractors must be licensed by the HSE and also be members of the Asbestos Removal Contractors Association (ARCA). In addition to ARCA we also recognise ACAD (Asbestos Control & Abatement Division).
This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by Homes England and the contract between Homes England and supplier. Bidders should highlight any areas they consider commercially sensitive in order for Homes England to be able to honour our transparency obligations without undermining the bidders commercial interests.
