To provide a free, impartial and confidential information, advice and support. This must cover
initial concerns or identification of potential SEN or disabilities, through to ongoing support
and provision, which may include an Education Health and Care plan (EHC Plan). The service
will ensure children, young people and parents/carers are provided with information and
advice on matters relating to SEN and disability.

A negotiated procedure without prior publication (direct award) was followed in
accordance with regulation 32(2)(a) of the Public Contracts Regulations 2015 as there was
no suitable tenders submitted in response to an open procedure issued under Find a Tender
reference 2023/S 000-029040 . The services are essential requirements of the Council and
are needed to support adults and young people.
The incumbent provider Sunderland Carers Centre has been awarded the contract as there
was no interest from the market and no compliant tender submissions. Sunderland Carers
Centre have been delivering the services for a number of years and hold the required skills,
experience and knowledge to deliver this Contract.
