The value of the contract stated in this notice merely stipulate the Council's anticipated range of value for this work. This is provided to manage Bidder expectations in terms of funding available for this procurement. The focus here is that the Council will be looking to secure competitive rates. There is no suggestion that the lowest price acceptable should be interpreted as the 'lowest actual value' recorded in this notice.
