Kew will be responsible for the final evaluation and selection, but the consultant will be required to undertake preliminary work for this exercise. The evaluation will be based upon a set of pre-agreed selection criteria a long list of potential sites will be prepared (number to be agreed, maximum 20) which will then be reduced to a selected shortlist (number to be agreed, approximately 6) and a final recommendation made for one of more preferred sites.
